Comprehensive construction guidelines for members at The County Address

CONSTRUCTION GUIDELINES FOR MEMBERS

1. STATUTORY APPROVALS & DOCUMENTATION

Before beginning any physical work on the owned plot, the member must ensure the following documents are in order and copies are submitted to the Society.

Required Documents

  • Sanctioned Plan: A copy of the building plan approved by the local planning authority i.e. BMRDA and Local Panchayat
  • Society NOC: A "No Objection Certificate" for construction must be obtained from the Management Committee, before beginning any sort of construction
  • Up-to-Date Khata & Tax: Proof of Khata registration and the latest Property Tax paid receipt
  • Affidavit: A notarised affidavit confirming the compliance of construction guidelines is to be submitted to Society along with application seeking approval for construction

2. SITE MANAGEMENT & CONSTRUCTION HOURS

To ensure the peace and safety of existing residents, the following rules are strictly enforced:

Working Hours

Construction activity is permitted from 8:00 AM to 6:30 PM only. High-decibel machinery (concrete mixers, stone cutters) is prohibited on Sundays.

Site Management Rules

  • Material Storage: All building materials (sand, bricks, cement, jelly) must be stored within the plot boundary/at a place arranged by the member with a copy of permission letter from the person authorising for the same
  • Debris Disposal: "Malba" or construction waste must be cleared weekly. Dumping waste in neighboring vacant plots or layout parks is strictly prohibited

3. ARCHITECTURAL & INFRASTRUCTURE COMPLIANCE

  • Setbacks: Members must maintain the setbacks (Front, Rear, and Sides) exactly as per the sanctioned plan
  • Encroachment: No ramps, stairs, or flower beds shall be built over the Society's drains or footpaths
  • Rainwater Harvesting (RWH): Wherever it's statutorily mandatory, RWH must be included in the construction
  • Compound Wall: The height and design of the front compound wall should ideally align with the layout's aesthetic standards

4. UTILITY CONNECTIONS & DAMAGES

  • Water/Sewerage: Connection to the layout's main lines must be done under the supervision of the Society's personnel. Damage to the main line during connection must be repaired at the member's cost
  • Electricity: Members must apply for a temporary power connection from BESCOM. Tapping into Society streetlights or common area power is a punishable offense

5. SCHEDULE OF FEES & DEPOSITS

Caution Deposit

₹50,000/-

A refundable caution deposit is to be deposited with the Society while applying for permission of construction. This amount will be utilised, if any damage to the Society assets is caused or in case of noncompliance of the construction guidelines.

6. PENALTIES & DISPUTES

Under the provisions of the Karnataka Co-operative Societies Act, 1959, rules 1960, the Management Committee reserves the right to:

Enforcement Actions

  1. Withdraw the NOC, stop the construction and request local authorities to cancel the sanctioned plan in case of gross violations
  2. Deduct repair costs from the Caution Deposit for any damage caused to common property. If the caution deposit is not sufficient, the member must pay the balance amount
  3. The application for refund of caution deposit should include NOC from adjoining plot owners
